Parliamentary Education Centre

The Parliamentary Education Centre, situated at the north end of Victoria Tower Gardens, is a world-class educational facility designed to inspire young people in a dynamic and stimulating environment. Use of immersive technologies has allowed us to help create a unique learning experience.

The challenges of this project include providing a design that meets with stringent planning conditions, achieving a BREEAM ‘Excellent’ rating and integrating within the existing site infrastructure.

Planning and programming issues were mitigated by the design of prefabricated low height plant pods which were factory manufactured, brought to site and craned into building plant spaces.

Interfaces with Parliamentary Estates were all agreed at stakeholder meetings. Our choice of fabric, equipment and plant selection for this building has achieved a minimum 29% reduction in CO2 emissions below Part L2010 which will comfortably meet the Parliamentary Estate objective to reduce carbon emissions by 34% in 2020. 

ChapmanBDSP is on the Parliamentary Estates Directorate framework and has undertaken five projects within the estate over the last four years and are also appointed on a Long Term MEP Strategic Plan.
